Sultan's quest is only available for canadian users and you can't just change your country to canada anymore to do it, but for all you canadian users, I've got a guide up on Neopets Made Easy now. There are 12 pieces total but we've only been able to find 10 so far and sometimes playing lucky charms doesn't work... at least not for all users anyway.
