The guild gaurdians do that. If you go to the Guild website than to challenges, and Prize for Activity, it says:

We all know the reward for being an active member in the guild is an increase in rank. But with each rank increase you get a cool prize too! It is your responsibility to Neomail dlfreak for your prizes when your rank is increased. Don't forget to mention the rank you were raised to!

*Manage to make it to council and you get an Unbuyable!*
