I think we have allowed some cut and paste additions before, but mainly it needs to be drawn. If you use some ready made additions to the central drawing that would probably be allowed. But the majority of the picture is supposed to be drawn, either on the computer, or by hand.
I did use a template for the outline of the Ixi body, but that was all. I drew in the eyes, eyelashes, body features, etc., and the hat and clothes. Everything else in my drawing I did by hand. (well, by hand on the mouse..lol)

www.getpaint.net is a pretty good program and its free. Way better than Paint, at the very least.

I use Adobe Photoshop. I need to download some new brushes for it though. I only have the basic stuff.
